Holiday Cup 2009 Tournament Rules

December 19 & 20th, 2009

Team Registration

- A maximum of 3 guest players (U7/U8), 4 players (U9/U10) & 5 players (U11-U18) may be added to the roster.

- A player may play on only one Team in the tournament.

- A player must play for his/her primary team. (Except Rec. Academy Teams)

- An official Team roster must be signed by the Association Registrar.

* All foreign teams must be FIFA registered.

MEDICAL RELEASE FORMS

- Medical Release form must be presented for all players at the time of check-in.

(Forms available at www.stxsoccer.org in the forms section)

Players without a player card will not be permitted to participate in the tournament competition

LAWS OF THE GAME/OTHER FIFA LAWS AS MODIFIED BY USYSA & STYSA

- FIFA Laws shall apply as modified by the USYSA and, STYSA as noted. All players will wear a jersey

with a number on the back the back to distinguish that player form any other player on his/her respective team (i.e., no two players on the same team can participate in a match with the same number).

TEAMS UNIFORMS

- Teams must have two different color uniform tops.

- In case of color conflict, the visiting team will change uniform top.

- Numbers on players uniforms, must match the number given in Game Cards and Official Team Roster

SUBSTITUTIONS

- Prior to throw, in your favor

- Prior to goal kick by either team

- After a goal, by either team

- After an injury, by either team when referee stop play

- After a yellow card has been issued, so that player may be substituted

EXCEPTION: BRACKET THAT INCLUDE U17 OR OLDER TEAM.

 

PLAYERS EQUIPTMENT

- All players must wear shin guards, NO EXCEPTIONS

HARD CAST WILL NOT BE PERMITTED, WHETHER PADDED OR NOT, AT ANY TIME. ALL KNEE BRACES CONTAINING METAL OR PLASTIC, MUST BE COVERED/PADDED WITH ACCORDANCE TO STYSA RULES

GAME BALL

- Each team shall submit a game ball of appropriate size, weight, & pressure to referee at the beginning of the game.

- Home team will provide game ball.

GAME SCHEDULE

- Team listed first on schedule will be the home team.

- All game schedules are final as published. No changes will be permitted.

- Teams must be at game site 15 minutes before scheduled game time and be ready for inspection by the Referee.

- Coin toss will decide the game kick-off.

SCORING SYSTEM

- Game scoring will be six(6)points for a win, three (3) points for a tie, and zero (0)points for a shootout.

One (1) point per goal scored up to a maximum of three (3) per game (win, tie, or lose) and one (1) point for a shutout.

- Teams forfeits if: 1. Are not on the field ready to play at scheduled game time.

2. Not enough players to field a team (FIFA Laws of the Game, STYSA)

Forfeits counts as ten (10) points and will be scored 3-0.

- 0-0 tie counts as four (4) points for each team (3 for the tie and 1 for the shutout).

- Maximum points per game are ten (10).

- Teams that forfeit will not be allowed to play in Semi-Final, and Final.

ADVANCEMENT

- Division consisting of 4 teams, 2 teams with the highest number of points will advance to Final.

- Teams that forfeit a round robin game will not advance to Semi-finals or Finals.

- Tiebreaker rule apply. Tournament Committee will determine ladder seeing.

PLAY-OFF GAME

Playing time will be regulation time for age groups as per STYSA rules (expect as noted on schedules).

Tie-breakers: Quarter-Finals and Semi-Finals: FIFA penalty kicks (no overtime).

Finals: Two ten minute overtime periods, then FIFA Penalty Kicks.

TIE-BREAKERS RULES

- Results of Head-to-Head Competition.

- Goal difference-goals scored minus goals allowed (up to a maximum of three (3) goals per game.

- Least penalty points (yellow-1 point; red -2 points).

- FIFA penalty kicks or coin flips at discretion of Tournament Committee

REPORTING SCORES

Each team (coach or representative)-whether win, loss, or tie, must report the score of each game on the official scorecard to the scorers table at the game site immediately following the game. If a team fails to present their official scorecard within one hour following the game, they will relinquish the right to contest the final score if inaccurate.

RAINOUTS

Tournament will make final decision over field conditions and game cancellations. In the event of rainouts, games will be rescheduled if possible with in tournament time constraints.

REFUNDS

Teams will be given partial refund if they drop out before the event. Teams will be given partial refund due to tournament cancellation due to inclement weather. If a team forfeits a game in the tournament, no refund will be given. Refund will be mailed out after the tournament.

SPORTSMANSHIP/DISCIPLINE

All player, coaches and spectators are expected to show good sportsmanship at all times. Failure to do so could lead to the disqualification of the team from the tournament. Coaches are responsible for the conduct of their team and supporters. Coaches who receive red card must leave the complex immediately and sit out the next game. Players who receive a red card must leave the playing field and sit out the next game. If a Coach receives a second red card, he/she will be ejected from the tournament. If a player receives a second red card, he will not be allowed to participate in the remainder of the tournament. * Both teams will be on the same side of the field. Supporters will be on the opposite side of the teams.

No one is allowed behind the goal.

RED CARD

- A player receiving a red card is prohibited from participating in the rest of that game and the next game. The

player may be escorted from the field at the game site immediately following a game.

- A second red card to the same player results in that player being expelled from the tournament.

YELLOW CARD

- A player receiving two yellow cards (2) in the same game is prohibited from participating in the rest of that game

and the next game. (Two yellow cards in the same game is a red card and is counted as a red card)

- A player accumulating three (3) yellow cards (in three separate games) is suspended for the next schedule game.

REPORTING

- Referees are required to report all disciplinary actions taken before, during or after a game on an official game

report, and to separately report all cases of serious miscounted to tournament headquarters immediately following

the game in which the serious misconduct occurred.

- All yellow and red cards are reported to STYSA on the official post tournament report immediately following the

tournament.


- Foreign teams will be reported by the Tournament Committee to the USSF. The USSF will report the incident to the home Federation, for disciplinary action.


REFEREE ASSIGNMENTS WILL BE CONTROLLED BY THE TOURNAMENT COMMITTEE.

ALL REFEREE DECISIONS ARE FINAL. NO PROTESTS ARE ALLOWED.

THE TOURNAMENT COMMITTEE WILL HAVE FINAL JURISDICITON OVER ALL MATTERS RELATED TO THE TOURNAMENT.


No alcoholic beverages and smoking allowed at both playing sites.

** Academy/Rec. Plus will play separate from traditional Rec teams

Roster Size

Under 7/8 – 8 player roster
Under 9/10 – 10 player roster(8v8 format with roster of 12max will be available
Under 11/12 – 14 player roster
Under 13 – Under 18 – 18 player roster 

Check in

Check in will be from 7:00 p.m. to 9:00 p.m. on Friday, December 18th at the Best Western Casa Villa Suites. To help this process move quickly, please have all your ID cards and medical releases in the same order as the players listed on your Final Roster.

Final Roster

The final roster must be turned in during check in Friday unless there are no changes from your initial roster. This roster must list all players attending the tournament. Players not attending the tournament should be crossed out. Guest players should be listed underneath the last rostered player with all appropriate information included. The final roster must be verified and signed by your Association registrar.

Referee Meeting

A referee meeting will be held Friday, December 18th at 7:00 pm at the Best Western Casa Villa Suites. No children allowed in meeting.

Coaches Meeting

A coaches meeting will be held Friday, December 18th at 8:00 p.m. at Best Western Casa Villa Suites. No children allowed in meeting.

Host Hotel/Sponsors

The Tournament’s Host Hotel will be the Best Western Casa Villa Suites.

Sleeping Accommodations: Attendees can book rooms at special group rate of $71.99 plus tax per night. No charge for additional people per room. ALL RESERVATIONS ARE REQUIRED THE FIRST NIGHT PLUS TAX (NON-REFUNDABLE) DEPOSIT TIMEOF BOOKING

There will be a Harlingen Soccer Complex Entrance Fee of $5 for cars & vans and $10 for tour buses for the entire weekend.

Team Discounts

A $25 discount per team will be given to clubs/organizations that bring 10 or more teams.

A $25 discount will be given to any team that registers and pays before 11-20-09.
